Spoke with my dealer yesterday. He claims that their sales folks will do their own STi test drives next month (April) and expect initial customer deliveries in May.
He maybe somewhat optimistic...just relaying the conversation.

OK, I don't mean to **** anyone off, but these allotment rumors have to stop. I don't know how any Subaru dealer in the US can say for certain how many cars they are getting. If Subaru (Fuji) leaked information only to some dealers and not others, chaos would break out. They will probably announce it in a board meeting, in which case everyone will find out at the same time.
I don't expect the allotment figures to be announced until the MSRP is at least set. I'm sure this will cause some shuffling among buyers who think it's too cheap/expensive, which would impact the allotment figures.
Also, I seriously think Subaru is sand-bagging the production numbers. Why in the blue-hell would they only sell 5000 Sti's when Mitsubishi has set no limits for their EVO??? This just seems to make no business sense what-so-ever.
If a dealer tells you that he has been granted 10 Sti's and you would be #9 if you signed your life away today...run like hell. I'm really getting tired of unscrupulous car salesmen...

I hear you. When the WRX came out they said they were only producing 10,000 for the first year. 9 months later they released sales figures showing they'd already produced and sold over 13,000. Subaru is a business like any other - they want to satisfy demand, not leave money on the table.

Recommendations for a SoCal dealer?
So far I've checked with Balboa and Baker/Carlsbad.
- One still has posted markups on ordinary WRXs (don't know what they're doing actual deals for though), claims to have 40 deposits for STi's, and projects $3 - 4K markups on each one (the dealer next door is trying to mark up Neon SRTs by $5K, so I'm sure the *attempt* will be made, at least at first).
- The other says they have just 5 deposits, but still won't guarantee MSRP, and tried to tell me only 300 units are coming to the US this year. In other words, less pungent BS, but BS nonetheless.
Clearly, it's worth going farther afield. Any pointers?

You could get into serious negotiations with them, just make sure you get all of their promises in writing! But, if none of them come down enough for you, then just search here on the board. I think there is some dealer here who is selling for MSRP only. You could get it from him and then ship or drive it home.
