Buy STI or do an STI transplant?
I've been seriously thinking about buying a STI, but I have the opportunity to do an STI conversion on my car(full front clip w/ rear diff) off of a Eurospec STI w/ 2.0/260hp engine for a about $5k(maybe more as I plan to change out some of the other components). Will I be able to pass smog w/ the transplanted engine?

I'd go with a new STi for the simple reason that you're not likely to recover much of the money you put into an STi conversion if/when it's time to sell; plus you get all the rest of the STi goodies including 6-speed, DCCD, Brembo brakes, larger discs, bigger IC, water sprayer, STi suspension, STi exhaust, LSD front diff, better rims, better tires, 40 more HP, 500 more cc's, zero miles, no emissions worries and a full warranty.
I know a fellow who has slowly built his WRX to STi specs, and I'd estimate he's got over 40 grand into his car by now. If he sold it today he'd be lucky to get 25 out of it. For him it was worth it simply from a "project" standpoint. If you're not into the "project" aspect of it, I'd say it would make more sense to just get an STi.
