Foam gives better coverage than blankets on lines. Even with blankets wrapping around the lines themselves.

Strength wise, not too much better than foam. The tiles on the Space shuttle are ceramic and those just broke easily when they blasted that foam brick at it. Assuming that the ceramic is going to be the same used as on the tiles on the belly.. It takes longer to design, implement, produce and install compared to a blanket. In addition, they'd have to either bond or bolt the ceramic in place. Bonding would be a better choice, but has to be periodically checked to make sure that the bond integrity isn't fading. Bolting would have to require extensive stress analysis to make sure the ceramic doesn't crush or fracture at a certain bolt preload.
