They are basically riding on the coattails of the US and Russian space agencies.. Its not like the internet/computer world where new things are easily stamped out and copies can be out in a week.

Although waiting for a design to evolve and mature and waiting for the right time to grab it is one strategy, i don't think it really lets somebody really understand the motivation or a reason for a design. I've seen many an engineer start something mid-process and have no clue how to fix it when something goes wrong with it. Either that or they make the wrong assumption and mis-diagnose a problem..
