Seeing Cingular interested on Qualcomm's development is interesting because all most Cingular phone uses Java, a Sun Microsystem environment. Where as Qualcomm's technology focuses on BREW development, another mobile platform. Verizon is one of the biggest carriers that utilizes Qualcomm's standard.
