ebay scam?
claims 25+ hp from some $20 chip.. never heard of it. looks suspicious

The technology to intercept and modify digital signals is not dificult at all. And especially in the WRX, when the ECU is so accesible, it can be a quick money maker to a guy with a soldering iron and some circuit junks.
I'd say this is probably dangerous, but I wouldn't be surprised at all if this really worked the way it says it does: advancing timing, which is worth like 20 hp in itself.

Avoid those things like the plague. They use a variety of hacked tricks to lean the motor out, which is always bad in the long run (and usually the short run). There are no $25 magic horsepower boxes.
