Personally, I think the definition of 'rice' is still valid. I always used it to describe a poorly constructed car, which was a failed attempt at being overly gaudy. But being a ricer also entails the mindset that your average 130hp import can 'smoke the doors off' of a Munstang/Camaro/what have you. The car and the personality are basically one in the same; someone who is there for the image, not for the speed or the cars.
An enthusiast is someone who trys to learn as much about his vehicle to make it better -- Go Faster, stop faster, turn faster, and look better. A ricer is someone who buys the cheapest bodykit and rims available, and puts them on the car (sans paint), so he can roll around with his 'krew.' It's an image thing.

ALL in ALL... I think the term has just gotten out of hand and There is no real meaning... To me its just like the word "LOVE" so many people say it but do we really know the real/ exact meaning ??
"LOVE" to me may have a totally different meaning than someone else in the world.... I mean just because you read about it in a hallmark card you arent going to go off of what it says...
SEX can have a different meaning as well to a lot of people.. LOL
