Old Roseville maybe? Trains are good backdrops as well, plenty of those in Roseville.
Tips. Stay away from direct sunlight. Early mornings, shade, or during/after sunset works well for outdoor photography. If shooting at sunset, shoot 90° to the sun, so the sun it either to the left or right of you, not front or back. Using the flash during these times can help enhance your shots.

Eldorado Hills has some nice views. The challenge is finding a spot that's not inside of a gated community. This, for example, I took on the road behind Costco (it's a phone pic, so the quality is nothing spectacular).
