So if a cop follows you because you're speeding but doesn't catch up to you until you're in a private parking lot and already in an office; can he/she still give you that ticket without you being there?

I believe if they saw the illegal act and if they noted your plate they'll mail you a copy of the violation. Don't know if they can leave a ticket on your windshield though.
