In "reunited the families" or whatever it's called, what's up with the guy in the helicopter saying "This is the Los Angeles PD"? Did someone goof?

Has anybody ventured to the top of the large mountain that is south of San Fierro? I worked my way up there a couple days ago with one of the dirt bikes and found a parachute backpack at the top. The best place it lookes like to base jump is by the lookout area.
It's awesome!!!
Also after I got access to Las Venturas, over by the boat school you can grab a helicopter. So I flew it to the mountain and grabbed the parachute and flew the heli as high as it can go and jumped out. You are sooooo high and you fall forever. Its pretty cool.
