You get a qualifier or two depending on the head count. This works llike the hotlaps. Person with the single fastest lap qualifies first. Then the race. If you have too many people only the top qualifiers will race. The race is for position. Oh ya. about the passing flag. They only use it for the top three people who need to pass lapped traffic. So the number one guy could probably get away with holding off the 2nd place guy.
