Understeer?!?!

Understeer?!?!
I did a search but could not find the answer I was looking for.
I was watching this video of the STi vs. Evo. on a gymkhana course.
Of course I knew the EVO handled quite better, but
I didn't know the STi had so much understeer.
sure it could be driver and also the electronics of the STi overpowered the rear to try to counter the understeer but the driver was a professional and I don't I could have done better.
my question is.
I do not want to eliminate understeer, but what do you guys recommened to decrease understeer dramatically?
Right now I have Stechs and 225/45/17 Ventus Z212 which grip tremendously when heated, but I have a lot of understeer if driven incorrectly.
what steps do you guys recommened for better handling and to decrease understeer a lot?
What advantage would getting the STi control arms for my 04 WRX have?
worth the few hundred bucks? I heard it increases caster as well.
