Darn, no roof vent allowed for club rally. Can't really tell if I'd be allowed to swap the struts for coil overs.
Looks like you'd have to add a restrictor to an STi 2.5L to fit under production GT if you didn't want to move right to group N.

You won't be able to run a new STI in PGT due to the fact that there are no current rally wheels that will fit over the stock brakes, and there is no dispensation for changing the brakes in a PGT car.
It is also highly unlikely that Subaru will homologate the US market STI for as required for competition in Gr. N.
I think that's an Open Class car, only.

The short answer is, "Get a rule book." since advice on the internet is worth what you pay for it.
That said, I don't know of any OZ 15" rally rims that are readily available, so that may be a possibility, and I do know that Compomotive TH2 and TH3 in 15" will not fit over the stock STI brake rotors/calipers.
Andy Brown at AV may know of other options for 15" wheels, but the story I hear is that that is pretty much a showstopper.
Per PGT rules, you cannot change the stock brakes at all, so putting in other calipers is definitely not allowed.
