How do I get to safe mode? I can easily get to safe mode on my vista laptop. Step by step instructions for XP? I tried F12 and F2 upon powerup but didn't see option for safe mode.

^ Did you try any of this? Safe mode is the last thing I mentioned. You can skip 'Diagnostic startup' if you want-- I've never actually tried it. Seems like it could work though.

Ultimately, I think you just need to find a way to regain some control of your computer and simply reinstall Internet Explorer.

How can I fix this if this problem won't allow me to do anything?

F8 would be the key.

Thx for everyone's input! Got my OS restored and everything seems to be in place. However I seem to have a virus/ adware/ spyware. Running malwarebytes anti-malware now.

really funny people are telling you to reinstall Internet Explorer when that isn't the problem...

anyways those viruses could of been what had infected your explorer file and corrupted it. I suggest you back up the data you need and do a fresh reinstall of windows vista

sounds like a good idea...what's best most efficient way of backing up photos/music/documents? Should i get an external hard drive, dvd-r, flash drive? As you may have already figured out, i'm noob-tastic with computers.

I see where you're coming from, but the key point is the picture he provided. He tried to open iTunes and got an error regarding an Internet Explorer file. There's definitely an explorer.exe issue as well, but I doubt it's a coincidence that a missing IE file is causing an issue after trying to delete IE altogether. Hence the advice of reinstalling IE.

Plus, although I've never tried it, I can't imagine explorer.exe being an easy file to delete. Definitely sounds like a virus corrupted it.

Hopefully you get that all sorted out though.
