Try re-installing iTunes. Unless you don't like iTunes then run CC cleaner

I can't do anything on it. I log on and all my desktop icons/taskbar don't show. All I see is my background image and cursor. I can however run the task manager by ctrl+alt+delete. But as I try to start a new task, I receive the above error msg. Really f'ing annoying.
I'm guessing iTunes has nothing to do with this -- that picture is just an example of you trying to run any program from the task manager, right?
You definitely deleted an essential file when you tried to get rid of Internet Explorer. Generally speaking, you SHOULD NOT remove a program from your computer by simply deleting the containing folder (ESPECIALLY when the program has 'Windows' in its name). Most of the time it's not a big deal, but stuff like this can happen with seemingly harmless actions.
First off, try this: In the task manager, click 'New Task' and run the file 'explorer.exe' and see if your taskbar and icons show up. If so, you're golden. Just get on the 'net and reinstall Internet Explorer and you should be good.
If that doesn't work, you'll need to click 'New Task' and run the file 'msconfig.exe'. I think 'Diagnostic startup' under the 'General' tab would work for you. Otherwise, you'll need to go to the 'Boot' tab and check 'Safe boot' and select 'Network' below that. Reboot, then find a way to reinstall Internet Explorer.

im sure you didn't delete internet explorer you removed explorer.exe which is the windows GUI shell. When you removed this it basically removed your ability to see folders, hard drives, files etc.
try this
1. Back up the Registry
2. Get to the task manager
3. Run new task - File | New Task
4. type in regedit in the run box then hit ok
5. look for
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options
6. check to see if there are sub-keys named explorer.exe and iexplorer.exe, then delete them.
7. Reboot computer
if that fails you will need to reinstall your OS.

Hopefully you have a Windows (I'm assuming XP from the screenshot?) CD and can boot from it. If not, borrow the exact copy (home, pro, etc) from a friend and then boot from it. Once you have done that, boot from CD (may need to change boot sequence from BIOS) and I believe you can repair from that. IIRC these are the steps, if not, there's one other way windows makes it super difficult to repair your installation, but it's not hard. If this doesn't work, I can find a link on how to repair it the other way.
If that's not it, then it's a corrupted install from itunes, which you will have to boot into safe mode, uninstall it and then hopefully if that works, you should be able to boot into normal windows and then reinstall itunes.
Edit: I believe system restore only fixes registry errors, not actual files missing, which unfortunately, would not fix this problem.

no it doesn't mean you deleted them, usually those two sub folders are not suppose to be there and if they are just delete them and it will fix the problem you have. But since this is not a problem anymore you will need to reinstall your OS. I'm sure you can still just pull off the files and dump it to a flash drive and reinstall the OS.
