Yup, this drove me nuts, too!

Here's what I do:

1.Ignoring the lines on the belt, set the crank to TDC.

2. Remove the belt, & line up the witness marks on the camshaft sprockets.

3. Install new belt...easier said than done...start at the crank & move to the passenger-side head....then do the driver's side head. I usually remove the bottom passenger-side idler pulley and replace it once the belt is on.

4. Once the belt is on...it may take you a couple of tries...turn the motor over by hand one complete revolution and you'll notice that the lines don't synchronize with the witness marks.

this is what i do when I change the timing belt (a tech from subaru dealership told me this trick ). before you take the belt off. Mark the gear AND the belt with some kind of market (I used whiteout). Take the new belt, supeposistion it on top of the old belt and mark the marks on the same spots. Put the new belt on and match the marks on gears. Bam! You are done. Of course some of the belts and gears have marks on them. Have fun!
