World Rallye Blue?
"WR blue" is from 2002 and up WRX. US and JDM is the same color
98-99 2.5RS is "Rally Blue" and it's slightly different
I believe Rally Blue was only available in US.
Japan and other countries had "Sonic Blue" for GC8, which was slightly darker than rally blue.

rally blue pearl (came only with the early RS's). Typically you can tell an early RS by the foglamps.
