Does anyone know of any urethane bumpers for my 98 rs. I have only seen fiber glass. I don't really want to spend the money on one that i will just have to get filled and such. Although i will if that is the only option.

Try the nicer Japanese brands. Sucky home-grown kits are so cheap b/c they're made of fiberglass and often have poor fitment. They are rarely truly aerodynamic as well. Some brands to consider Aqua FSP, Prodrive, STi, Zero Sports, C-West, Subaru Giken, Prova, Alles Create, etc. It costs more sure, but then you get what you pay for in style and durability. Good luck!
