Possible bad fuse?

Here is my problem. The other day I went to use my cell phone charger and it didn't work. Neither did anything else I plugged into the lighter 'socket'. My power mirrors also refuse to work, but I think that may just be because they're frozen. How can I check to see if I blew a fuse or not? I know where they are, I'm just not sure how to tell if one is blown.

If you pull the fuse out and look at it, you can see the element inside. It should be obvious if it's blown, the element will be broken. However sometimes it's not that easy to tell, so to be absolutely certain the fuse can be checked with an ohmeter.
Also if it is only your lighter that isn't working, there is an integral fuse in the lighter itself that could be the problem. This can only be checked by removing the lighter from the console. If this fuse is blown you won't be able to replace it easily, your choices would then be to either solder a wire across the bad fuse (the circuit fuse will still protect the lighter) or get a replacement lighter.
