How did you get your hands on Osrams?! They're nearly impossible to get in North America since Sylvania bought them out and hijacked the Osram name for use here.
As for your wattage question, I'm not quite good enough to answer that. Sorry Anyone else?

AlanS, you wouldn't happen to know which bulbs fit in the 04 fog lights would you? I want to get the silverstars too, but for both my headlights and fog lights to match them.

Actually, now that someone mentioned it (topic jack!) I wanted to warn people about the screws and tension springs for the headlights -- in my 02 WRX, not only did the tension springs go flying across the engine compartment when loosened (luckily I had a hand ready to catch them) but the actual screws and screw sockets were quite corroded -- leaving a soft green powder. The same with my 1997 Legacy wagon; in that case, the screw holes were so corroded I had to go to the hardware store and get a slightly-larger set of sheet metal screws to replace them. This looks like galvanic corrosion to me -- the kind you get when two different types of metal bond to one another due to electrical conductivity... Anyway, when you put the screws back in, hit them with Tite-Lock or something similar to seal out any moisture.
