If i you have basic mechanical skill you should be able to do it yourself. Just make sure the bumper you order is color matched to your paint
A new bumper will come unpainted and you'll need to get it painted at a body shop, but even after the total cost of the part and paint you won't be close to $1000. The install isn't that difficult with some time and basic tools.
You should make sure that you don't also need the support beam that the bumper mounts to, if it's damaged it has to be replaced as well. That might account for the high estimate, if both the bumper and beam need to be replaced and painted.

I've done this twice on a honda and on a dodge. You just give the factory your color code and they will paint the bumper for you its was like $400-600 more than the bumper price. I would expect that Subaru does the same

check into aftermarket bumpers. if you just need the outer cover you can get them WITH paint for far less than $1000....if there's internal damage....then you got problems. Didn't you have insurance on a new car? In CA a lot of banks won't even GIVE you an auto loan unless you get comp+collision.
I just got dinged in the hood in a parking lot, and ended up just buying a new CF hood and getting it painted....and it still cost less than getting a new OE hood or fixing the old one.
