Solenoid? I had an issue with my motorcycle a while back, it would click and make the sane noice. Replaced the battery and starter solenoid and fixed it right up! Just a thought!

If you replaced the whole starter, the solenoid is usually part of it.

i know it sounds dumb, but check all your connections, even ground. that clicking MAY just MAY be a current trying to reach ground. You just never know. id say check all connections for corrosion (i replaced spark plugs and batt for misfire before i saw it was corrosion on only number 3 coil pack terminal) after checking connections, id take DVOM in there and poke around. GL!

Automatic or Manual?

If automatic I would suspect your inhibitor switch. Jiggle your shift selector around or put it in Neutral and see if it starts.

If it is manual, I would suspect the clutch switch on the clutch pedal.
