2003 Legacy - brights & fog lights problem

I have a 2003 Legacy sedan.
When I try to flip bright lights on, nothing happens yet, when I pull back on the light bar as if to flash brights, the brights come on but that would require me to hold that bar back while driving and that's not good...so that leads me to think the headlight bulb is fine.
I checked the fuse box and the fuse for the light switch is good.
Fogs: when I push the button to turn them on - no joy.
I'm assuming the two are related since they both stopped working at the same time. Does anyone have suggestions as to what the problem is and how I can fix it?

Have you messed with any wiring, or did it just start acting up one day? Personally I'd start with replacing the turn signal/light control stalk. It's a pretty simple replacement, few screws and panels removed and it slides right out.

Before you look into wiring, open the owners manual 
Your head light switch must be at minimum in the parking lights position in order for the high beam switch to work. This is so that if you actually turn off your head lights when you park at nite, you won't have to worry about driving around with your high beams on all day...
If this interlock isn't working, i'd suspect something with the headlight on/off switch. To make sure your not getting confused with low-beam / high beam / DRL operation, make sure the parking brake is set (this will turn off the DRL's)
Lemme know if this doesn't work, i found some diagrams once (given ,it was on how to disable DRL's, but... still related)
