02/03 WRX Cruise Control Problems

I rarely use my cruise control but when I want to I should be able to. My car WAS automatic before and I swapped in a 03 USDM WRX bulkhead with ECU. I'm currently using a EDM STI Gague cluster that has a idiot light for Cruise Control. When I engadge the button and activate the cruise control via the steering wheel lever the cruise control does NOT take over. The cruise control light doesn't turn on. Is there a fuse or relay that I need to check on? Will a JDM or EDM cluster though works ok in my car and with my wire harness cause this problem?

Please elaborate and I'm sorry if its in the wrong forum

I didn't notice a fuse but I'm looking through my notes now and FSM and wiring diagrams to see if I've over looked something

I forgot to mention that while the 03 USDM Harness was used it is connecting to a V8 6MT with DCCD that is NOT hooked up at the moment.
