Rust behind Turbo

If you mean the exhaust side of the turbo, (basically the back half)

It should be fine. That part is made of cast iron and that stuff rusts like crazy. It is only surface rust though, the actual metal is pretty tough and withstand a lot of weathering. The structural integrity isn't compromised.

You need to take your turbo off and scrub it with a SOS pad about every 3 months.

And after you do that make sure to give it a good coat of wax. I use turtle wax for the turbo. It keeps it nice and new looking.
