and if you're worried about him installing programs, you could always just take away his permissions to install programs.
is your dad on island? don't take it in to a computer shop, they'll charge you too much for doing too little.

i do believe that you need to forward ports 5800 to 5900 for vnc, in my experiences. also, if your dad is using a router, you need to make sure the ports are forwarded to his machine. i don't have much faith in the XP firewall as well... might want to just try disabling it to see if that'll work. try disabling all firewalls for the mean time until you're actually able to connect.
