Just like anywhere in the world, show respect get respect. As for Waikiki I personally think it is a myth. I have driven there numerous times and I have never been harassed. So either I am lucky or people just have the worst luck.

My G is dropped, no front plate, turbo.
However, it has quiet exhaust and stock wheels. It is just assumed to be pretty much stock.
My 07 wrx doesnt have a front plate, it's dropped abut 2 inches, black front mount.
It's about as modified as they come...just not on the outside.
I've been driving both in waikiki a lot recently. I haven't had a problem.
I think it's mostly the un-reasonably low drops (ie: excessive slow speed and turning sideways to go over normal stuff) and loud exhaust that gets people pulled over. Both are just annoying to almost everyone.
Basic Guidline:
Small/no spoiler
don't drop more than 2 inches
quiet exhaust
No pillar pods
light or no tint
keep your wheel fitment close to stock
no rice
Keep your modifications where they can't be easliy seen and you should be fine.
It's a simple concept.
The appearance of adhereing to the law must be upheld, especially when you're breaking the law.

I've driven through waikiki a bit in my car, I'm nervous as **** usually, but had no trouble.
Although by posting this, I'm screwed now.

First off, welcome to Hawaii. As for the tint thing, 20% is still illegal here. The legal limit is 35%. Also, like others have said, if your car some what blends in, you should be fine. Granted, Waikiki has always been known to be a spot where modded cars just try and steer clear. I'm not saying you can't go there, it's just the odds are kind of stacked against you. There are more cops there in one small area, and more traffic lights to get stuck at in front of or next to a cop.
