the problem with RECON is that not all cops are aware of the updates that have been made so expect to get harassed even if you dont need it. i think its funny that if you only have an exhaust your fine, but once you get some rims & lower it its all of a suden some fast freakin car that needs to have a special sticker on it oh my!

Jess, actually only oahu has recon. Or more specifically the city and county of honolulu. It's plain retarded. Soo many cars have retardedly dark tint on the outer islands too. You can even buy it off a car lot with like 5% tint.
That's like saying los angeles county has recon, but san diego county doesn't. Same state, just further away.

Based from what my friends brother knows, the Honolulu Ford Performance club has a very clean and respectable reputation with its contribution towards charity foundations and such for more than 12 years i believe. Also the fact the some of the Honolulu FORD performance club has law enforcement members, again based on what my friends brother told me. Remember the Toys for tots cruise where we met in Waikiki to donate our toys and the FORD performance club were there with club 808... I seen off duty officers in their stangs but they were the cool ones. Speaking of which I seen an officer get into his lifted FORD truck with super swappers on the HPD lot. I was trippin on how high that badboy was and it looked sweet with the chrome under trimmings.

anyone know where we can find the current regulations about recon?
perhaps a govt website or something along those lines??
that way, rather than a bunch of people saying hey wheels are exempt now and you dont need one for exhaust we can just reference the site??
also, i'd like to print out a copy of those regulations to put in my glovebox..

You're going to be disappointed. In typical government fashion, the rules and regs are really broad and vague and are open to interpretation. Of course, things never get interpreted in YOUR favor, but that's how things work.
Here is the Honolulu C&C Ordinance that discusses the fee structure and appeal process for a recon permit (scroll down to 41-38.2): http://www.honolulu.gov/refs/roh/41a26_42.htm.
And here is the section of the Hawaii Reivised Statues (HRS 286-2) referenced in the C&C Ordinance. As I mentioned, the definition of "Reconstructed Vehicle" is pretty broad, it could cover just about anything. http://www.capitol.hawaii.gov/hrscur..._0286-0002.htm.
Besides those 2 resources, I ran across this Hawaii State Vehicle Inspection Manual that talks a little about inspecting reconstructed vehicles (pages 16 - 18). The manual is dated August 2005 so some of the information is probably out of date: http://www.state.hi.us/dot/highways/...Aug%202005.pdf.

Yes recon is stupid but at least we dont have smog inspection, trust me you don't want to go through that. I have a very modified car it it really looks it too, I've had no problems with recon questions whatsoever. Yes I've been pulled over at least 3 times that I remember but I was for getting trapped in a speed trap (like 48 in 35). I paid my tickets but i was never questioned about my mods or to show proof of recon. There are two things you have to remember: 1) stay out of waikiki - I'm sorry if you go there, you're asking for it, they seem to put all the rookie cops there. 2) and have a positive demeanor to the cop, I've gone so far as to even get out of the car and have a conversation with the cop about my mods.. he was interested! It's not what you say, it's how you say it.
They don't require recon of exhaust and rims anymore but lots of people don't know that... even some safety inspection sites don't know this.
