Here's the deal, Then STI TMIC will work, as with any TMIC you are going to get heat soak. For a real upgrade with a 20g turbo consider a FMIC. Injectors are a must, you are almost doubling the cmf by switching to a 20g. I have a 20g with a TMIC. I had the JDM STi TMIC, I sold it and installed an SSautochrome(ebay) TMIC. See an intercooler isn't a complex component. To say one core is better than another is hog wash.
There is indeed a drastic difference between intercoolers, and making them is a complex and difficult process. A lot of the eBay intercoolers use a ton of metal to make up for less bending and welding, and as a result they don't shed heat as well once heatsoaked. You also want very efficient internal routing, or you are creating internal backpressure between the turbo and the intercooler. A competent fabricator can create a functional intercooler, but a truly great intercooler comes from research, development and testing as well as excellent fabrication. Considering how crucial an intercooler is to the health and longevity of a boosted engine, it seems a poor place to cut dollars and cents. Both shops I have worked with in tuning my WRX will only install APS or Perrin TMICs. They could add a much bigger markup (and thus make more $$) to the cheapo eBay parts, but instead they go with the race-tested components; wonder why that might be?
