Because it says so. Did you read the text on APS's page?

Not to mention their baseline was 311hp (crank). So APS's increase was 157 crank hp.
It's early days yet but the bar has been raised yet again. The above graph shows flywheel power and torque using the same equipment as listed above

It has been proven time and again on the WRX, you loose about 50hp-70hp no matter how much horse power you add. You can't simply say that a stock STi looses 25% and apply that to what ever dyno number you get. Driveline and accessory loss doesn't increase as you add power. With most tuners getting 259hp at the wheels and increase of 52hp brings you to 352hp.

Just give me whp:banana:
It's been years since I've used bhp for anything. Why can't APS, or other tuners for that matter, put up a stock baseline whp dyno and then follow it up w/ modded whp dyno's. That will at least take out the "guessing" of the whp--->bhp formula.

To the guy who said: give me wheel horsepower. Whose do you want.....on some dyno's a stock sti will make 255, on another the same car will make 220.
The power is made by the engine. You want to measure it at the engine if at all possible.

lol. What's ironic is that APS actually has an STI engine and an engine dyno. Their numbers are actual crank horsepower, and are the most accurate you can get for the STI.
