will changing uppipe up boost levels?
Will changing the uppipe up boost levels? The reason I am asking this is because if it does do I need the utec does that mean I wouldn't be able to drive my car without the utec cus of dangerously high boost?

No to everything you just said. Your boost level is determined by your factory boost controller, the spool time is decreased with a new up-pipe, not the boost setting.

It seems like people exchnage the uppipe for two reasons -

Quicker or earlier spooling - less lag
HP gains.

Is it correct that the HP gains are achieved because removal of the restriction allows more air in the cylinder?
