Turboxs dual stage boost cont. help please

Car Info: PnP VF30 w/ STi injectors Perrin intake walbro fuel pump w/ a TXS TBE
Turboxs dual stage boost cont. help please
Hello all i have a turboxs dual stage boost controller and i hooked it up properly i think. SO the problem is on the first stage i hold boost fine at about 16-16.5 psi and then i switch to the second stage and with the screw all the way to low boost or it pretty much closed it jumps to 20psi so my autometer gauge says. I've even tried to set the 1st stage to 12psi and then the 2nd stage to 16psi , the 2nd just pegs my gauge so im clueless as to what to do know i've checked all the hoses and everything is hooked up right from what the instructions say to do. so any info on this would be great guys thank you.

yes im sure i didn't jack the boost all the way up is there anything else that it could be if i need thanks for trying though
