The Subaru ECU learns how your drive and adjusts inself to your driving style. After you install a product ( up-pipe, down pipe, etc...) it wouldn't be a bad idea to reset your ECU. You do it by disconnecting your negative lead on you battery and stepping on the brake pedal for a few seconds to discharge the rest of the juice in the system. Then you reconnect it and start the car. Let the car run until the fan starts to run and then turn it off. During this time dont give in any gas, just start it up and let it idle. As soon as the fan starts to run turn it off, and then srart it back up again. That should reset your ECU.
As far at the perrin down pipe causing your boost to spike, i dont know much about that. There have been members on there that have flanges welded on to their down pipes or have divorced wastegate style down pipes.
