oem boost controller wont boost past 10 psi

Car Info: 2004 Big Booty STi with a two finger gap.
The little restrictor I have is a metal orifice. I was able to see inside the other lines and you should be able to as well. The restrictor goes right next to the nipple on the compressor side of the turbo.
HOWEVER, I am still having this problem and am continuing to research it. Obviously 10psi is the base wastegate pressure so something is still not right for both of us. Check out the Vishnu Performance Forum here @ i-club for the continuing saga....
