15-16psi is fine for the bugeye models. They seem to be the most forgiving models when it comes to adding parts without a tune. The Turbo XS boost controller seems to be pretty popular also.
An engine management system is always best. But if you can't afford it, and you just have to have more power, then what your friend has is a good alternative. You might want to look into at least an up pipe too to get rid of that cat in front of the turbo. It doesn't hapen often, but there are cases of those cats breaking apart and sending chunks into the turbo, or worse, the engine. Replacing it with a free flowing up pipe is a good mod and a good insurance policy.
I know EM is expensive...but oh my is it worth it. I personally recommend the Cobb AP. I just installed it 2 days ago and the car is a whole new machine. Plus, you get several tuning options with the Cobb AP so it will grow with the car.
