Engine/Power - EJ20T (pre-2006 WRX and JDM) There is replacement for displacement, it is forced induction - OEM 2.0 liter turbo engines in the USDM WRX. 90-94 Legacy Turbo EJ22 turbo engines can also be discussed here.

Inconsistent Performance, anyone know why?

Colder air is more dense thus giving you more power. It's pretty common for the car to be 'laggier' on hot days. Thats where larger intercoolers and/or water sprayers come in handy.

It's those Falkens.

Did you get the re-flash after the exhaust mods? If so, what happens if you take the EBC out of the loop and let the factory boost control take over?
