I didn't touch the wastegate arm, and it started after I installed an up pipe, the turbo back was installed first

A lot of people complain about boost spike with the 3/16 mod. Try reinstalling the oe coupler and see if that helps.

I've had the 3/16 and and uppipe, but never both at the same time. I got over the BS of the 3/16 mod too quickly.

Yes, the 3/16 mod can make you spike. I know with that and am MBC bleeding, I had hit 20psi when I had a td04.

As for an uppipe, this really don't make a difference for top end boost, but will help spool. What will make a difference in top end boost is how the exhaust opens. I've never heard of a TD04 having boost creep due to a lack of cats - but that doesn't mean can't happen... but then creep isn't spike.

Basically, there's not enough info to figure this out.
