How is boost limited in 1st and 2nd gear?

my car in stock trim pulled 9 and 12 lbs in 1st and 2nd. After my MBC install and LOTS of messing around with it I was able to spike a lil over 14 in 1st, 14.5 in second and over 15 in the later gears. With the install of my Uppipe and Samco IC hoses my boost levels in 1st and 2nd dropped and I havent been able to increase them without passing the 16 lb limit in 4th and 5th. After I get my Cobb AccessPORT I plan on gettin an EBC to hopefully get boost to 15 in all gears.
What do yo u all think?

EBC = pacifier while saving $ for reflash. Oh wait, they cost the same, see ya later EBC, reflash here I come.
