Mainly driving in frisco is different. I get 14-16 mpg on average. I tried once with a full tank of gas and not letting the turbo spool at all. i.e shifting at 2k rpms every time. Only managed a measely 16 mpg.

try reseting the ecu over night one more time.
12-16mpg is very low. try doing some highway driving to see if it really is just the city driving giving you the shoddy mileage.

Could it be because you're using Costco gasoline?

I did get an increase in mileage after driving from sf to fremont and back. I actually passed 150 miles before 1/2 tank  and passed 200 miles before empty  I've only been able to do that with a drive to hayward and back and then the rest just city driving.
