Wouldnt they need probable cause to have you open your hood? Seems to be no different than a trunk.

Now if they found you running catless, that seems like probable cause to make you open your hood to search for other mods. Or if they could hear the BOV.

Hearing the BOV would mean you probabaly have one.

for there to be a "BOV ticket" there'd have to be a law about it. I'm guessing you meant to say he got a "modified emissions equipment" or somsuch ticket.
