i live in the bay area and would pay someone a reasonable amount of money to gut my uppipe one of these weekends, does anyone know of someone who does this in the bay area or of who can do this procedure for me because i do not have time or resources to perform it

You can also look for an STi uppipe. It's easier to swap it in than to take out the catted one, gut it, then put it back. I found one pretty cheap and in good condition. Just an idea for you.
