yea the reason why id didn't post a fix because i wasn't too positive about it.. i thoguht it was a fix but it wasn't..i just finished covering up all the cuts i've made and nothing. I have found that once i hit a bump..it would kill the fuse.

That definitely sounds like a short in the wiring. You're only seeing it when a bump causes the wire to move and short out against the body of the car or some other piece of metal.

Other than the alarm and stereo are there any other electrical modifications (i.e.: Turbo Timer, Gauges, Boost Controller, etc.). Something has been tied into your ignition wire and when it shorts out it goes back to the fuse.

alright so i patched up the wires that were exposed to install the deck and also the ecu to install the turbo timer. so i backed out my garage to hit the curb again and i thoguht it worked..well so i decided to do it again and it blew the fuse. I've found that once i hit the pump in the rear part of the car that it would blow the fuse..I looked around in the back and nothing..Does this happen if the fuel pump goes bad?

Since you're in Sacramento I would suggest driving over to dbTuned in Roseville and having Paul take a look at it.
