front O2 sensor CEL help needed

front O2 sensor CEL help needed
I'm confused...
I'm getting error P0032,Front oxygen (A/F) sensor heater circuit high input. The manual just says to trouble shoot this by checking the ECU output voltage at pins 4&5. I've done that and they're fine. So, I erased the code and picked up a new sensor and plugged in the connector, grounded the sensor body to the car (in case that mattered), and turned on the car. Sure enough, the CEL came back on in a few seconds. I tried again after disconnecting the battery for ~15 minutes. Also, the resistance across the heater on both old and new sensor is about 1-2 Ohms.
So, what could be the deal here?

I ended up taking it in to the dealer and they confirmed that the sensor was bad. Unfortunately it was also stuck! They wanted to remove the piece and put it on the bench to remove the sensor, but I passed to wait until I'm doing some upgrades and have to take stuff apart anyhow...
