fluttering noise after BOV installed?!

i used to have a greddy type s BOV but i didnt do the recirc. part, the guy that installed it for me had to cut the bypass hose thing where you plug off to make it 100% atmospheric. but now i got a HKS ssqv bov and it worked fine and well and everything and now when i release it at about 3000 rpm, it makes doesnt do the whistle anymore it just makes a fluttering noise... can anyone please help pls!!
you might have a weak vaccum source...kinked line, or an obstruction. you shouldn't have to CUT anything to make your valve 100%, you just take the hose off the stock BOV and plug it with a plug that should come with the valve.

subaruparts.com. I'm not sure if you cut the return hose or the vaccum hose. The vaccum hose is the thin one that connects to the top of the BOV and provides a vaccum signal to tell the valve when to open/close. the return hose is the bigger one that's connected to the lower side of the OE BOV that returns air to the intake. i don't know if you're recirtulating or not, but if you are you should fo to pep boys and get a screw-down hose clamp...they're WAY easier to put on than that squeeze clamp...safer too
