Eclipses are notorious for this. If you go to big of an exhaust ( 3" no cat) you get masive boost creep. The wastegate and o2 housing need to be ported correctly to stop this
as for a WRX, I have not seen creep on one yet.. I guess this goes to show you that subaru has better engineers then mitsubishi.. or just lucky

Boost creep can occur because of:
1. Exhaust system that is too free-flowing
2. Downpipe that is not designed properly
3. Disfunctional wastegate
4. Disfunctional boost controller

boost creep is the rise of boost due to not having enough bypassing the turbo housing. a real world example will be say on stock boost, you floor it and the boost hits 14psi. but as your rpms get higher up on the powerband, your boost goes up to, 16psi, 17, 18...etc etc.
like scott said, dsms are very notorious for this but usually is a wastegate problem and is solved by enlarging the wastegate hole.
with a boost gauge, you could very much tell if you have boost creep or not...the only thing i really would be concerned would be boost spike since no one really attends to the boost gauge the whole time.

WRX's don't creep due to the design of the turbine housing. Both the outlet for the turbo and the outlet for the WG dump into the same housing. DSM's have the turbo outlet and the WG outlet separated. Then in the O2 housing the two streams of exhaust come back together, but the WG gasses come in at a severe angle. When a high flow exhaust is added, the rate of flow out of the turbo is increased, making it more difficult for the WG gasses to plumb back into the exhaust causing creep. Funny how the mitsu style outlet flange is only found on Mitsu's and nothing else. Hmmm.
