it could be something as simple as water getting in (steam coming out). unless youre certain the smoke is due to a short, try to smell and see what else it could be... oil, coolant, etc?
I dont think the top of I/C would get hot enough to smoke the leaves

i think you have discovered the reason right there. i notice the same thing during rain, after a trip to the car wash, big puddle. if there is something under the hood putting off enough smoke to see while driving, you would be able to smell something and/or see something under the hood when you opened it up. i think your ok though
