You shouldn't use the stock turbo at 20psi, it's dangerous for the turbo itself especially since you have the stock exhuast+upipe it must be seeing high EGTs, high backpressure(from the stock exhuast) it might not last as long as one run within it's efficiency range.
Why do you need to use so much boost anyway as one of your first mods? Plenty of power can be made within 15-16psi which is a much more safe and sain level of pressure for an td04l13g. The air will be VERY HOT at 20psi(making the extra pressure useless for performance in most cases) or anything over 17psi on the stock turbo, which makes it much more likely that you will get detonation, especially if you've leaned out the fuel map using the S-AFC you have. More boost does not always mean more power, your walking down an dangerous path!
My advice is to lower the boost down to 14psi, get an turboback exhuast+upipe, then raise the boost back to 15-16psi and tune your S-AFC. But more importantly, learn more about your car and how to safely tune+mod it.

you need a lot of good mods in order to boost safely at 20psi.
Important things (besides uppipe, downpipe and exhaust) that you need to achieve your goal:
1) upgrade fuel system, i.e larger injectors, upgraded fuel rails, fuel pressure riser, and bigger fuel pump.
2) Bigger turbo
3) cooling systems, i.e upgraded TMIC or FMIC, and high performance radiator and hoses.
4) Good tuning w/ aftermarket ECU, i.e ECUtek, Link, Tec II, etc..
