Replacing any catalytic converter that is under 10 years old which is functioning properly is illegal in the United States. Therefore, it would be illegal to replace any cat in the WRX with a high-flow.
If you really want to stay legal, your only alternative is a catback or axleback. You won't be able to replace the uppipe.

I thought it was five years. Anyway if you think about the Sti does not come with a catted up pipe and it is still legal. So why couldn't he change out his uppipe. I can pretty much tell you if you asked an emissions specialist what an uppipe is they would look at you like you were crazy. Personally I swapped the main cat out with a Hi-flow cat and got rid of the rest and my car smells fine.
I'm thinking of getting the APS turbo back now, it shouldn't draw too much attention and it sounds like it's an excellent setup. As far as legality goes I live in Michigan where they could give a crap if you even have a cat or not. I'll still have one which will be good and will make me feel a little better in case of an inspection. As far as the up-pipe cat? That'll be the first to go, 1 cat is enough

Passing the simple state emission tests that owners are required to and smelling fine is not the same as the tests that manufacturers have to go through. Don't kid yourself in thinking that one high flow cat is the same as the three stock cats. It's not.

your right its not but i've heard of people gutting all cats and passing the simple state inspection in cali with the appearence of it being stock to the naked eye.If they do a thermal check you're hosed though

For us to do a dual exhaust would be very difficult due to our swaybar position.
Not only difficult, it will add nothing but weight to your car.
The only thing it is good for is getting attention. If you really want the attention, go for it.
This being said, I haven't ever seen a WRX with a dual-exhaust setup.
