Unhappy adjusting my new BOV??

I was adjusting my new BOV today, and left the bolt far enough out for me to vent at about 3500 rpm. I went to a local shop that a friend of mine runs and he said that it was set too light and i really shouldn't vent in nuetral(lack of boost build up). so im torn it runs ok both ways and there is no real loss of boost when its really light, but i think im losing spool time. I'm lost in too much info.

P.S.
When its set really tight i hear wastegate flutter and the BOV doesn't vent as noticably

i'm assuming you have the HKS ssqv??

the only thing i can think of happening is:

1)when you set the screw too light = boost leak at high/full boost.

2)screw too tight = bov doesnt open or doesnt vent as much boost when the throttle body closes, causing turbo spool lag and or damage to the turbo.
