I suppose this is a lil late but one thing is a possibilty. Could the BOV be dumping pressure before you reach your target boost?

increase closed loop boost gain in parameters section.

counterintuitive, i know, but increase the gain and your boost will drop.

see what version u have on the utec then goto the web site and make sure u have the current version with the NEW maps they have, and get the parameters...... i didnt do that when i got my stg 4 map and well my turbo spiked at like 26 or so (boost gauge goes to 20 but it hit -30 vac) i had the wrong version of software...
